China dominates the other half of the world. And on the moon, underground colonies of political exiles and criminals exist in a loose state, headed by a Warden and where all machinery is controlled by one self-aware supercomputer. Revolution becomes the order of the day and the Federated Nations of Earth send armies to quell the uprising. Within the novel, Heinlein examines the idea of Rational Anarchy and the notion that there are no states, just men responsible and accountable to and for their actions.
